Are stores open during blackouts?

We have an expected blackout (for Edison maintenance) in our community tomorrow from 9 AM to 5 PM. I was considering to spend some time with my younger brother (8 years old) and making milkshakes. (I am 15) I was planning to go to CVS to get the ingredients, (which is about 3 blocks away), would they be open?
