Does anyone know where I can find the speech George s Benson gave before Congress in 1941?

George S Benson was the president of Harding College and he gave a speech before congress about taxes in 1941. The speech was reprinted in a couple of newspapers and in The Chicago Journal of Commerce. Anyone know if it exists online?
